For the first time in Texas History there is not a single Democratic chairman of any committee in either the Senate or the House. As late as 1991 all Senate Committee chairs were Democrats. But that has steadily shifted until this current session where no Democrats hold a chairmanship. Historically the House has assigned between a quarter or a third of chairmanships to the minority party regardless of which party was in the majority. Until now.
Power was the name of the game a week ago when the House adopted their procedural rules. The newly adopted rules require standing committees to be chaired by a majority party member, but surprisingly also prohibits any vice chairs being from the majority party. Historically, the vice chair position has been primarily ceremonial. However, under the new rules, vice chairs will be given their own budget and witnesses invited by vice chairs must be allowed to testify on pending legislation, which could provide for alternative viewpoints. Only hours after the proposals were first made available, the vote was called without debate and passed 116-23. Of these 23 opposition votes, 22 were Republicans who previously voted for Rep. Cook in his losing bid to become speaker. The House Journal indicates there may have been even more opposition than reflected in the vote count. Three additional Republican supporters of Rep. Cook had votes incorrectly recorded as yes that they wished to have reflected as a no vote. Further, five Cook supporters were absent for the procedural rule vote. Rep. Lowe requested the House Journal print the following reason for his vote: “I am disgusted that the process of fair debate was eliminated in an effort to concede power to the minority party. This is not how any legislative body should operate, and I firmly reject the Democratic Empowerment Act of 2025.”
The Lt. Governor announced Senate committee assignments on January 17th. House committee assignments by the Speaker were anticipated this week but did not materialize. Soon we will be able to put names and faces to how the new House rules play out in both chair and vice chair positions.
Last night the Governor delivered his State of the State address. This speech always includes the Governor’s list of emergency items. Such designation allows the legislature to immediately act and vote on bills related to those emergency items. For this session there are seven items declared as emergencies with topics ranging from: cutting property taxes, increasing teacher pay, subsidizing private school tuition, finding new sources of water with a “generational investment” in the state’s water infrastructure, limiting bail for violent offenses, strengthening vocational career training programs for students after high school, and beefing up the state’s cybersecurity systems.
The governor mentioned housing in the state must be made more affordable. He proposed slashing regulations and speeding up permitting to make it easier to build homes in the state.
