Vol. 6 – March 8th
In a normal session about 75 percent of all filed bills will die before completing the arduous path to becoming law. This is typically very good news. That path will be even more difficult this year. It begins with a bill’s First Reading on the floor of its respective chamber before being assigned to an appropriate committee for hearing. This process began for both chambers this past week and you will now see these referrals notated in red following the bill description. As bills are taken up for hearing this report will pull them forward to the Bills on the Move section with some additional subtitles to measure progress.
The few bills that emerge out of committee process will then disappear into the murky progression of Calendaring. This is handled differently by each chamber but can easily become a choke point by a bill’s opponent or from the shear frantic timing as session approaches its final weeks. A bill is calendared for the full floor chamber vote or Second Reading. At that time a bill may also find itself amended. This is where very tight or specific Captioning of the bill can keep non-germane items from being attached. Typically, the Third Reading and final vote for passage of a bill is held the following business day. From First reading on this entire process is then repeated again in the other chamber unless it becomes a replacement for a companion bill in the other chamber.
