Vol. 10 – April 5th
I had the privilege of testifying before House Pensions, Investments and Financial Services on March 31st, in support of HB3472, but we will save that discussion for another time. This week’s focus on bills of big impact that might become law relates to acceptable residential valuations by licensed appraisers.
HB 2533 Darby, Drew(R) (Sent to Local & Consent Calendar March 29th)/ SB 996 Nichols, Robert(R) (no hearing set) These companion bills relate to appraisals and seek to correct an unfortunate Attorney General Opinion issued last November. This opinion exasperated an already constricted environment of receiving timely valuations, by prohibiting licensed appraisers providing anything less than full USPAP requirements. This eliminates short form evaluations for residential loans less than $400,000 as allowed by banking regulators or other alternative or automated valuation models that are standard across the country. This bill confirms acceptability of lender staff using automated valuation systems. It also, seeks to amend the Occupational Code to permit licensed appraiser to conduct valuations of varying types.
